Founder
Joanne Chen
An experienced media professional, former renowned host of Beijing Radio, and currently a Mandarin radio host in both New York and Los Angeles.
After graduating with a major in Early Childhood Education, I transitioned to the School of Media, where I gained extensive experience in planning large-scale events and promoting creative cultural arts.
As a mother raising a son with autism for over a decade, I deeply understand the challenges and needs of parents like me. My goal is to integrate high-quality, unique, and professional art resources to support and assist families facing similar situations. Our children deserve the same artistic environment and social life as their neurotypical peers. Through art, they can express themselves, showcase their talents, and become their true selves. This is the original intention behind the creation of RAYA and the direction my team and I continue to work toward.
I am incredibly grateful to all the parents who have joined us, walking hand in hand with their children on this artistic journey, living joyfully and toward the light!
At the same time, I am also a mother of a neurotypical child. Navigating the dynamics of raising a teenager, I am constantly searching for better ways to build a friendship with him. Together, we often discuss topics about care, family, and dreams. He once told me he wished for a brother he could play with—a sentiment that brought both sadness and reflection. Such is life. This heartfelt moment became another inspiration for the creation of RAYA ART.
Through art, I hope to not only strengthen the bond within families—between siblings—but also foster unity within communities and, ultimately, across the world. In RAYA’s inclusive classrooms, love and patience are the main themes.

Director
Coco Liu M.A., M.Ed.
Ms. Liu is a dedicated educator with over 20 years of experience in general education and social skills development.
She holds two advanced U.S. master’s degrees: a Master’s in Education and a Master’s in Applied Behavior Analysis.
Since 2005, as a Program Specialist and Administrator in a public school district, Ms. Liu has focused on promoting academic success and enhancing social skills for all students. She leads the development and implementation of educational programs that provide tailored support to help students thrive both socially and academically. Collaborating with multidisciplinary teams, Ms. Liu ensures the creation of effective strategies that address the unique needs of each student, fostering an inclusive learning environment.
In addition to her work in the U.S., Ms. Liu has extensive international experience in educational training and consultancy. Since 2007, as Program Director at Shanghai Best in China, she supervises behavior interventions and conducts workshops for organizations such as the China Red Cross, Qingdao Elim, and Shanghai University of Teaching, with a focus on improving educational practices for educators, parents, and communities.
Known for her leadership and mentorship, Ms. Liu is skilled at training educators, staff, and families, empowering them to adopt best practices in education and behavior management. Her commitment to evidence-based strategies ensures that schools create nurturing environments where students with autism and developmental disabilities can thrive academically and socially, while educators feel supported and confident in their roles.
Through her leadership, Ms. Liu will make a lasting impact on RAYA's overall program by supporting children in developing social, emotional, and academic skills. She will incorporate art and music to foster social interaction and emotional expression, helping students build key social skills in an engaging way. Committed to creating positive outcomes, Ms. Liu will provide resources and guidance that benefit children, educators, and families at RAYA Art and Education.

Volunteer Manager
Justin Tsuei
Justin Tsuei is a dedicated leader, volunteer, and creative professional with extensive experience in community service, leadership, and media. As Founder and CEO of Sunshine Hearts Foundation, he leads a nonprofit dedicated to enriching the lives of seniors through interactive programs, including art, technology workshops, and storytelling.
He has contributed to healthcare through his work at Providence St. Jude Medical Center, assisting patients and families in the Emergency Room, and as a summer intern at Kaiser Permanente, enhancing patient experiences and hospital operations.
In addition, he serves as Editor and Social Media Manager for his school’s yearbook, overseeing editorial staff, designing layouts, and leading digital marketing strategies.
Skilled in website design, photography, leadership, and piano, he has received the Presidential Volunteer Service Award (Silver) for over 175 volunteer hours and holds a Level 10 Certificate of Merit in Piano with state and branch honors. Fluent in English and Mandarin, he brings excellence, strategic vision, and creativity to every endeavor.
